Pokemon leafgreen question?

How am I supposed to get the snorlax to move from the fishing area south of lavender town? How am I supposed to give the road guards tea from celadon if I can't even get there in the first place? What about the pokemon tower, where do I find the pokemon volunteer so he can give me the scope? Final Q. If you know where to get all the HM's that would be helpful... Thanks!
