Pokemon soulsilver game help!!!?

I need help :C i'm in kanto and i beat three gyms. the one in fuschisa city, celadon city, and vermillion city. where do i go next. the gym leader misty isn't there and i can't go south of fuchisa city cause there's construction. where do i go?
