Where can I find the TM for Hidden Power in Pokemon Heartgold?

Other than in the northern part of the Lake of Rage. I need lots of them. Bulbapedia states that I can get in the Celadon City Game Corner, but I can't find anyone to sell it to me like in the Goldenrod Game Corner. Any help would be appreciated. Thank you.
