How to get into Saffron city gym on pokemon red?

so i got the pkmn red version gbc game 4 christmas... and in saffron city, there is a rocket member infront of the gym. idk y its still there but i defeated giovanni in celadon's game corner... please help?? 10 pts 4 best answer??
