Which TM should I choose?

I'm playing Fire Red version and I won over 4,000 coins in Celadon City and I Can't decide if I want to get Flamethrower for my Charmeleon or Thunderbolt for my Jolteon...I looked them up and they are both just as powerful with 95 base attack and 15pp...so which would you choose or recommend
