Who/Where is the Celadon Gym Leader in Soul Silver?

I think you screwed up your game. There is no way that you would be able to battle all those annoying people if she wasn't there. It's the same for every gym. If she really was not there, either those people would not be there as well or they would be there and you couldn't battle them. Or maybe you really did not get to the end of the gym?
