Question about how to get the TM Ice Beam?

I read where you could get the TM Ice Beam on Soul Silver by trading it with a girl in the Celadon City department store a fresh water for the TM. Is this true? I tried it but no success. I know you can get it in the Seafoam Islands and it's also a reward at the Game Corner but I've already used it once and I'm not playing that game forever just to get it.
