In pokemon soulsilver...?

what do you do after you beat the vermilion, fuchsia, celadon, saffron, and cerulean city gyms? (kanto) theres a block south of fuchsia city so i can't get to cinnabar island OR pallet town, i can't go through the victory road area to walk to kanto, and the cerulean city is blocked off as well. HELP!
