Pokegear Phone numbers in Pokemon HeartGold?

The only thing I can say is that those are the correct times so all I can think is either your in-game clock is off by an hour or so or perhaps you're going to Celadon City by the fountain right at 15:00 or 17:00. Just as a little advice, 15:00 is 3:00 PM.
