Going to Cancun for Spring Break should I get the all inclusive package?

Will be staying at the Gran Melia Cancun resort next month. Is this resort safe and close to nearby restaurants and shops? I know it is in the hotel zone but how far is it from the restaurants? Are the restaurants nearby good food and price? Also I have heard they won't wait on you in the hotel restaurants unless you are on the all inclusive plan. Is this true? If you eat and buy drinks at the resort per meal does it get more expensive than just getting the all inclusive plan? Any information is very appreciated!
