Help! Lift Key not working in Celadon City in Pokemon Blue.?

I obtained the lift key from the Team Rocket member, but whenever I go to use it to open the lift, the message from Professor Oak pops up and says "it isn't the time to use this." Is there something I'm missing or doing wrong?
