Pokemon breeding- Do parents affect the baby's IV's?

I am trying to breed misdreavus to have the fighting-type hidden power. Every time I hatch a misdreavus with the nature I want, I go to the Celadon prize place to check the hidden power type. So far, I have gotten electric every time... Is electric the only hidden power I can get because of the parents? Or am I just having bad luck?
