Pokemon Soul Silver Help?

Yeah, so I finally entered Kanto. I had been lazy in Johto. All the pokemon I use are a 51 Lugia, a 58 Haunter, and a 49 Red Gyrados. I am no match for anybody in Kanto (except I just beat the celadon gym leader). All the wild pokemon here are such low levels it isn't even funny, so I can't use them. Help what do i do??
